Jagoda
Savic initiated a lot of legal matters in order to protect children in
Bosnia and Herzegovina from various forms of danger. Some of these legal
matters were blocked by hidden centers of power who
wanted to protect their own interests. These legal matters neither had
competent juridical procedure nor guilty persons involved were punished for
crimes committed. In this link we present only unsuccessful temptations
for justice initiated by Jagoda Savić. The most
important of them are all following cases, including case of Bosnian
children illegaly adopted in Italy, presented in link "child traffiching".
1. DTPr vaccine in Bosnia and
Herzegovina in 2002-2009
There is significant increase of
children who suffer heavy neurological and psychiatric diseases in last
decade in Bosnia and Herzegovina. Such children are officially qualified as
100% disabled and uncapable to live without a help of other persons.
The number of such children is unknown. Official statistics of Federal
Institute for Public Health, “ Zdravstveno stanje stanovništva i zdravstvena
zaštita u Federaciji BiH 2007 godine“, Sarajevo, September 2008, page 38,
graphics 37, shows leading children diseases, age 0-6 and age 7-18. This
graphics avoided to present publicly childrens’ mentah health diseases age
0-6, when the most of severe post- vaccinal complications appeared, but
present only children mental health diseases, age 7-18.
In 2002 UNICEF’s project of immunization of children significantly
contributed this raise with DTPr vaccine and left 117 children from 29
cities in Bosnian and Herzegovina with acquired disability. These children
suffered extremely severe post vaccinal complications that can’t be
considered as individual body response on immunization.
All of them experienced neurological damage, some of them stopped to walk,
to seat, to talk, to eat , ( to swallow and to chew ), got encephalitis,
epilepsy, autism, psycho- motoric and intellectual delay.
The investigation never qualified this tragic event as criminal act against
public health as according to article 240 of Penal Code of Bosnia and
Herzegovina ( BiH) and crucial investigative steps were never done. The
investigation concluded that the donor of vaccine , UNICEF, as the
organization who helps children can’t have premeditation in making criminal
act against public health, excluding completely that such act can be also
made in circumstancies of negligence.
Cantonal prosecution Sarajevo, KTA 384/ 02, neither verified total number
of children with severe post vaccinal complications from independent sources
of information, such as Protocol book in Children hospital, especially in
departments of Intensive care and Neuro- pediatric department nor verified
a form of health consequencuies such children suffer.
The investigation also never focused irresponsible healing as the way of
commitment of these health damagges against children, according to article
229 of Penal Code of FBiH, The investigation never verified the data when
producer’s Instructions for use were translated in local language, although
there are indications of retarded translation and of retarded distribution
to Pediatric departments, much later after the beginning of the
immunization. Non translated instruction for use of vaccine , especially
recommendations of strong shaking of vials before the use and of using a
content of liquid only in first permanent immunization session after the
opening of the vial, for sure could provoke the change of organoleptic
properties of vaccines. The conditions of proper conservation of vials also
were not verified.
It seems that prosecutor Sead Kreštalica protected director of federal
Institute for Public health because the investigation also never verified if
Zlatko Vučina had a conflict of interest , earning very high salaries from
UNICEF for activities he, as director, should do in any case.
Some of immunized children made laboratory analysis abroad and their
laboratory reports mainly show one of three different indicators:
a) mercury poisoning,
b) heavy brain inflammation,
c) viral presence in liquor.
The maiority of parents are very poor and have no possibility to pay
expensive laboratory reports and prosecutor doesn’t want to do it in
official way, with prosecutor’s order. In fact, parents fights
unsuccessfully for seven years to have a right for procedure and to
recognize and compense severe health damage of their children.
The cause – consequence relation between DTPr Vaccine and childrens’ health
damagge was never investigated seriously , due to a power of UN mission in
BiH. Prosecutor Kreštalica never gave some basic prosecutor’s orders related
to a collection of relevant facts. There is a vial, sequestered by
prosecutor on October 10th, 2002, whose content provoked
neurological status of comma, global developmental delay and permanent
incapacity to walk of a boy M.T. from Sarajevo. This vial for seven years
has been never sent to laboratory to be exposed to toxicology analysis.
This vial, although sequestered, is still keeping in freeze within Forensic
department of Cantonal ministry of interiors in Sarajevo.
Prosecutor had legal basis to send sequestered vial to laboratory even in
2002. Hospital report of boy M.T. dated 07. 10. 2002 writes “ that it is not
excluded possibility of hypoxic changes caused by toxic effect”. Beside that,
mail sent from prof. Mark Libenson, director of Center for epilepsy ,
Children Floating Hospital at Tufts, Boston, USA, page 4, said “ but the
timing of his febrile illness and subsequent neurological deterioration just
after his immunization causes us to favour Post Pertussis Encephalopathy as
the most likely diagnosis at the current time”. IgG and IgM laboratory
report from Center for arboviruses, Ljubljana, Slovenia, was also positive
and it offered a base to go on with further laboratory analysis. Urinary
porphyrins laboratory report of boy M.T. showed remarkable mercury toxic
effect ( referent range 5-9 i.u., his range 21, 40 i.u.) One famous medical
juridical expert in neurology found “severe relation between DTPr
vaccination and manifestation of disease” Prosecutor Sead Kreštalica,
graduated in Law, simply ignores evaluations of very famous experts in
toxicology and neurology.
1.The role of OHR in hiding criminal act
On May 7th, High Representative in Bosnia and Herzegovina ,
H.E. Valentin Inzko, as protector of human rights according to Dayton
agreement, was asked to help sending of sequestered vial in laboratory after
seven years and support a right for procedure, guaranteed by European
Convention for human rights.
His adviser for rule of law, mr. Lucio Valerio Sarandrea, informed
representative of parents that prosecutor denied that mercury poisoned
children were immunized. When Mr. Sarandrea was informed that parents can
evidence immunization, Mr. Sarandrea answered that he has no mandate to
conduct investigations, blocking with such wrong approach any further
monitoring role of OHR in DTPr case. Asked to comment the necessity to send
sequestered vial in laboratory, mr. Sarandrea concluded “if doctors said
that it is not because of vaccine, a vial shouldn’t be send to laboratory”.
One famous professor of toxicology states that a main cause of health damage
of all these children is post- pertussis encephalopathy , that caused block
of regular elimination of not dangerous mercury from child’s body ( ethyl
salycilate), kept mercury inside the body and transform it in methyl mercury
that reacts as neuro- toxin. This post- pertussis encephalopathy also caused
brain inflammation, and viral presence in liquor should be result of bad
handling with vaccines. Professor states that it unknown if toxic changes
that developed and caused health damage of children happened before the
application of vaccine or inside childrens’ bodies and insisted on
toxicology analysis of sequestered vials, telling that it is possible even
after seven years if done in laboratory with GLP and ISO standard of quality
of service EN /ISO /IEC 17025.

2. The role of WHO in hiding criminal act
Prosecutor also avoided to do investigative steps regarding safety of
vaccine, as vaccines have only pharmacological properties, without
toxicology properties that can happen in certain circumstancies.
Certificate of attestation of DTPr vaccine sent by UNICEF to Federal
minister of health , instead to be sized as A4 , 29x21cm was made in non
readable format, size 13x10 cm. But the name of UNICEF was enough to
prosecutor to not search indicators of safety of DTPr vaccine. Beside that,
eight years later, it has been discovered original certificate within ALIMS,
Serbian authorized agency for control of medicines, with previous name in
2002 “Institute for Pharmacy of Serbia”. The certificate has been made on
12. 08. 2002 , much later after the beginning of immunization, and has two
protocol numbers , 4331/ 2002 and 4769/ 2002, which is unacceptable for such
type of documents.
The main obstacle to investigation is abstract statement of WHO, department
named Global Advisory Committee for Vaccine Safety. GACVS stated that
“vaccine is safe” and nobody wanted to doubt the authority of the highest
medical international organization. GACVS verbally declared to support any
research about mercury containing preservative thiomersal, but when meet a
need for such concrete research avoid even to answer, without any wish to
enter deeply in this matter.
On July 17th 2002 GACVS, competent for safety of vaccines, was
asked to comment non readable format of certificate of attestation and
certificate of attestation with two protocol numbers, but GACVS ignored a
question. GACVS also didn’t support a need to examine other items of
investigation, such as bad handling of vials, a lack of toxicology analysis
of sequestered vial , wrong medical juridical experts chosen to judge , the
legality of commercial aspects of project etc.
Expertise about causes of disease of the boy M.T. whose vial has been
sequestered was made by four doctors with non adequate professional profile
( pediatrician, hematologist, pathologist and immunologist instead of
neurologist and toxicologist), and their scientific conclusions are not
valid. These four doctors judged that hereditary genetic defects caused
illness of boy M.T. and liberated vaccines from any responsibility,
although his genetic “oxidative phosphorylation” finding has nothing to do
with development of severe neurological deterioration M.T. experienced.
Beside that, thanks to a lack of interest of GACVS on concrete cases,
Bosnian parents don’t even know if CSL Limited , a producer of vaccine was
on UN list of suppliers in 2002.

3. UNICEF’s role in hiding criminal act
On July 18th the Association of parents of disabled children sent
the allegation for misconduct against UNICEF BiH to UNICEF Investigation
unit in New York. The answer of Mr. Kevin Curtis, senior investigator has
been evaluated by the Association of parents of disabled childen as abstract
and with empty content. Using the explanation “the vaccine is safe” without
toxicology analysis of sequestered vials tends to diminish a problem and to
hide criminal act. Beside that, Mr. Curtis used a term “ disease” instead
of “post vaccinal complications” without any legal base . Mr. Curtis’
evaluation of the allegation of misconduct is fllowing:
“You will be undoubtedly
aware that any vaccines that UNICEF has
provided to children has the prior approval of WHO and would not be
dispensed if they were out of date or inferior in any way. You will also be
aware that since you first raised the subject of illnesses contracted by
children due to vaccines supplied by UNICEF, there have been a number of
samples of the vaccines examined against the contracted illnesses of the
children and inferior or out-of-date vaccines have been ruled out as the
cause of those illnesses. On 18 July 2009, the two MoH's in
Bosnia and Hercegovina, two Health
Institutes, UNICEF and WHO issued a joint statement to the media confirming
that vaccines are safe and effective and also stated that there were joint
concerns about ill-informed attempts to discredit immunisation in Bosnia and
Hercegovina.“
On 29. 11. 2009 the Association of parents of disabled children asked mr.
Claus Andreasen . a head of Investigative office of UNICEF Head quarters, to
answer 8 questions:
First of all, is for UNICEF’s Investigative department acceptable:
1.to use Certificate of attestation in non redable format , size 13x10 cm?
2. to use Certificate of attestation with two different protocol numbers?
3. to avoid laboratory toxicology content analysis of sequestered vials ?
4. to avoid to investigate bad handling of vials?
5. to judge about causes of neurological diseases without neurologists?
6. to make laboratory analysis instead of to be done in official way, with
prosecutor’s order,
7. to judge so severe post vaccinal complications are considered exclusively
as individual body response on immunization , excluding poisoning under
particular circumstancies?
8. to monitor local partner during the realization of UNICEF’s
immunization projects?
The Association of parents is still waiting the answer from Mr. Claus
Andreasen.
2.
Protection of childrens' mental health
A project
named “Voices of our children“ was implemented in Bosnia and Herzegovina in
1999-2000 by International Childrens' Institute from Montreal, Canada. A
basic scope of this project was to identify childrens' coping skills and
strategies at level of primary scholls in Sarajevo Canton. The research
produces a list of main stressors of Bosnian children. But instead of to
present real research results, International Childrens' Institute denied the
influence of war stress in childrens' lives and declared that for them the
main stressor is their school. According to statistics research data only
1,37 % of children declared to feel badly in their schools. Jagoda Savic,
employed as a spokesman of ICI, refused to publish falsified research
results.
The reason for such falsification of research results was a plann of ICI to
get grant from Canadian Government, CIDA, in amount of 1.800.000. canadian
dollars for two following years. Canadaian International Agency intended to
finance new ICI's project of workshops in elementary schools in whole
Federation of BiH. A project intended to involve students of Pedagogy
Academy in Sarajevo to deal with childrens' traumas. Jagoda Savic warned
publicly a danger of such approach because it can damage childrens' mental
balance. The opening of childrens' trauma is very delicate job that only
graduated, skilled and trained terapists can do. Every opened trauma which
is not closed in a proper way can provoke serious problems on childrens'
mental health. Jagoda Savic qualified this ICI project as abuse of children
in BiH. ICI in fact, was prefering money than childrens' well- being.
3.
Protection of children from a fire danger
The biggest
sport center in Sarajevo, “Zetra“, also organizes cultural manifestations
that sometimes participate more than 20.000 visitors, mainly children and
young people. Jagoda Savic discovered that “Zetra“ hasa serious lack of
anti- fire protection . Basic safety problem od “Zetra“ is that no one
wooden elements of the roof construction has been painted with anti- fire
chemicals. There is also a lack of anti- fire areas on the roof , a lack of
Anti- fire elaboate obliged by Law before the opening of Center for public
use etc.
Jagoda Savic warned publicly: if it is possible the appearance of the fire
on the roof and if the spreading of fire allaround can be dangerous for
visitors of “Zetra“?
The contract for reconstruction of “Zetra“ was signed by Huan Antonio
Samaranch,a president of MOK, International Olimpic Games Committe, Paaqual
Margall, a meyer of Barcelona, Haris Silajdzic, a president of Council of
Ministers of BiH and Midhat Haracic, a governor of Sarajevo Canton. A total
amoun of money necessary for reconstruction was 30 million $. A project of
reconstruction was given to Spanish company “Tubsa“, that choose another
Spanish company “Cast“ for the implementation of this project. Local company
“Unioninvest“ got the maiority of work to be done.
In Aprile and May Tecnical Commission made an Overview of a Sport center and
found about 500 complaints regarding quality of realized work. Among them,
the most important was regarding iron contruction on the roof, where
appeared 93 splittings. Slavko Malec from “ZOI '84“ refused to sign a Verbal
about acceptance of Sport center. His arguments were a lack of documentation
regarding investment, about realized work, about tests, about tecnical
documentation and about selling accessories. Mr. Malec found great
difference between intended and realized job. A new Overview showed that all
planned work wasn't done, especially regarding equipment payed by MOK's
money and never delivered to “Zetra“, such as lightening and sanitary
accesories.
Director of “Cast“, Ramon Pedrerol, never gave a books keeping
documentation about reconstruction work of “Zetra“. On 28. 05. 1999 was
signed a Contract regarding finishing works of reconstruction of “Zetra“.
On 29. 01. 2004, Zenja Ljubuskic, SDP member of Cantonal Assembly in
Sarajevo, asks about possible abuse of reconstruction financial funds on the
occasion of Assembly session. On 27. 02. 2004, “ZOI '84“ sent to Mrs.
Meliha Alic, a president of Cantonal Assembly written report about the
matter , admitting serious mistakes in realization of this project. A report
was signed by general director Dzemal Bisic. After reading published article
of Jagoda Savic in daily print, preoccupied for safety of their children,
presented an anonimous denounce to Cantonal Prosecution in Sarajevo on 30.

4.
Protection of childrens' health
A project „
Hepatits B“ was realized in BiH from 2002 to 2007 by Federal ministry of
health and UNICEF BiH. It's intention was to immunize 208.400 newborn babies
in five years against hepatitis B. This project was a part of GAVI alliance
project of World Health Organization
Jagoda Savić made a public call to Bosnian parents a public to not immunize
their children with this vaccine though TV Hayat evening news and some newspapers.
A protest of
Jagoda Savić was based on the fact that UNICEF BiH's violated official
Bosnian Country proposal. The State of Bosnia and Herzegovina asked both
financial aid and technical assistance that UNICEF BiH didn't offer. UNICEF
BiH failed in four elements of technical assistance in this immunization
project. UNICEF BiH didn't have producers Instructions for use, previous
producers' tests on healthy newborn babies, on overview of best immunization
practices in Europe and the list of the countries where the vaccine proposed
was licenced.
1. The
vaccine proposed, "Euvax B", was without preclinical safety analisys,
obliged before public use. The item "Animal reproduction studies had not
been conducted" was never explained to Bosnian audience in a terms of
possible long- term risk for childrens' future human reproduction.
2. Producer "LG" South Korrea,
distributed by "Sanofi Aventis", avoided to answer on request for information
sent last year to Lyon in producer's main office. Before asking
if this company really had previous tests made on healthy newborn babies
before 2002,
in which countries such tests has been made, how many babies were exposed to
such tests and in which period such tests were made "LG" South Korrea was asked
precisely in which countries "Euvax B" was licenced in 2002.
The
answer received by "LG" South Korrea area representative didn' t sent
even a list of countries, but gave an generic answer "that it is more than
100. "

American Food and Drug Administration and 18 countries of
European Union didn't licenced "Euvax B" until 2002. This list was
completely unreachable to Bosnian parents.
4. Hepatitis
B has no epidemic character and in maiority of European countries health
authorities immunize mothers carriers of virus, some risk professions,
children of school age and only in areas well-known as very risky are
immunized all small children.
Beside that,
"Euvax B" suffered from other difficulties:
1. the
vaccine was not exposed to atest obliged by law after arrival of the vials
in Bosnia and Herzegovina,
2.
duration of vaccine's protective effect was unknown,
3. vaccine's pharmaco-kinetic
properties were also unknown.
Statistic
data, published by the same Federal ministry of health, showed that Bosnia
and Herzegovina belongs to countries with low level of risk from hepatitis
B. Only in two cantons and among drug abusers there was a little bit higher
number of of ill persons or of virus carriers. That means that in these two
cantons could be established particular care about immunization against
hepatits B. The most important characteristic of behaviour of Federal
Ministry of Health was that this institution left parents without any answer
for five years. This lack of official answer raised a level of doubt among
parents of children in the age for immunization. Such behaviour of medical
authorities can lead only to conclusion that there exist some serious
vaccine properties that should be hidden in order to block possible scandal.
There is only one reason out of this story. During the war in Bosnia in
Herzegovina from 1992-1995 there was a lot of donated blood that enter in
Bosnia and Herzegovina. According to some voices, some blood packages were
contaminated with hepatitis C virus. Such situation requires immediate
public health
intervention with urgent immunization of citizens agains
liver diseases. But Bosnian health autoriities never admited such problem.
After this
public conflict between Jagoda Savić and Federal ministry of health, because
of wrong somministration of vaccines, a rate of immunized children in
Federation BiH had fallen above zero in period of more than two months.
Five years later it is still low, and a rate of not immunized children is a
new danger for Bosnian childrens'health.
False declaration of UNICEF Europe
Mrs. Maria Calivis, previous
director of UNICEF Europe declared that UNICEF BiH "has been
cooperative in providing all information requested." A truth is that in
juridical file KTA 384/ 02 there is no one document provided by UNICEF BiH,
except written refusal to be interrogated by Cantonal prosecutor in 2002.
After a
death of eight babies in Wiet Nam, World Health Organization and UNICEF made
an research about possible causes of their mortal end. SOS telefon 1209
asked WHO immunization department to add item "Animal reproduction studies"
in their Final report. A purpose of this request was to receive an
explanation of one relevant and competent medical authority in order to
clarify this doubt, that remained among Bosnian parents, and to decrease a
level of their fear of immunization created after "Euvax B" vaccine scandal.
WHO first promissed to evaluate a
problem but after that they focused only bacterial endotoxins, abnormal
toxicity and pyrogen, ignoring our requested item.
Unfulfillled promisse of
World Health Organization
GAVI
department makes enormous financial effects every year with bying vaccines
for immunization projects of children. According to web site of WHO GAVI
alliance, only one donor, Bill Gates and his Foundation "Bill & Melinda
Gates" donated 1, 5 billion $ for childrens' health protection with
immunization against hepatitis B. Norway donated 1 billion of $, and other
State donors Australia, Brasil, Canada, Danmark, Ireland, Italy,
Luxembourgh, Spain, France, Germany, United Kingdom, U.S.A., Holland, South
Africa and World bank cca. 4700 millions of $, so, total amount of this
commercial affair is more than three billions. Jagoda Savić thinks that
it is possible that WHO and UNICEF prefered to hide the truth about "Animal
reproduction studies" and other suspected items to not stop permanent cash
flow for GAVI project.
In this case of commerce of vaccine not tested on mices and not
tested on healthy babies before public use,
donations of Bill Gates, Norway
and other State donors
can be considered as abused donations because GAVI, with
giving
priority to GAVI's financial
interests instead of to protect childrens' health, GAVI damagged
moral credibility of its donors.
But GAVI project seems to be the most profitable for producer "LG"
South Korrea . In great number of countries in which GAVI offered fiancial support
for immunization of children, "LG" applied and got a licence for "Euvax
B", conquering in this way big new market in a Third world.
